The meeting was called to order by President Randy Eiland at 8:00 p.m.
Also in attendance were Barney Fleming, Dean Jackson, Earle Baxter, Vonita
Bowers, Lem Beason, Barbara McCrary, Jim Baldwin, Dane Frazier, Susan
Kasemeyer, Steph Teeter, Dave Clinton, Becky Hart, Maryben Stover, Linda Van
Ceylon, Louise Riedel, Jan Worthington, Frank Farmer, Courtney Hart, Terry
Woolley Howe and Executive Director Doyle Patrick.
OPENING REMARKS: R. Eiland commented on the progress of AERC over the
past year.
SECRETARY'S REPORT: T.W. Howe moved to approve the February 25, 26 1999
minutes. J. Worthington seconded. Motion carried unanimously.
VETERINARY COMMITTEE:
Licensing J. Baldwin and C.
Hart discussed the question of licensing for veterinarians being required in
the state in which a ride is held. No action was taken.
Veterinary Handbook - Duane Barnett, chairman of the veterinary
committee, moved for committee that Any equine not meeting pulse criteria
within 30 minutes of arrival at a veterinary check point within the ride will
be disqualified. To be added as rule 2.1.6.2. Motion carried unanimously.
D. Barnett moved for committee that the Board of Directors approve the
new proposed veterinary handbook with the following changes being made
throughout: the terms "veterinarian" to "veterinary judge,"
and "control" to "judging."
B. Fleming expressed concern about the requirements that a CRI be used
at all vet checks and moved to amend the guidelines to change
"should" to "may" and change bold print to normal print in
the following sentence. "The CRI should be performed at all vet checks..."
V. Bowers moved for the rules committee to amend the amendment to read
"It is recommended that the CRI be used at all vet checks .... " T.
W. Howe moved for a roll call vote; V. Bower seconded. Motion carried. The
motion to amend the amendment was defeated NO - 16, (Fleming, Jackson, Baxter,
Baldwin, Frazier, Kasemeyer, Teeter, Clinton, Hart, Stover, Van Ceylon, Riedel,
Worthington, Farmer, Hart, Howe; YES - 2 ( Bowers, Beason), ABSTAIN-
1,(McCrary).
T.W. Howe moved, B. Hart seconded for a roll call vote on the first
amendment (to substitute "may" for "should.") Motion for
roll call carried unanimously. The motion to amend carried YES - 10 (Fleming,
Jackson, Baxter, Clinton, Hart, Stover, Van Ceylon, Riedel, Hart, Howe; NO - 6
(Beason, Baldwin, Frazier, Kasemeyeer, Worthington, Farmer) ABSTAIN - 3
(Bowers, McCrary, Teeter).
B.Fleming moved, T.W. Howe seconded to amend the guidelines to delete
the words "and circled in each direction." B. McCrary moved, S.
Kasemeyer seconded to amend the amendment to read "the horse may be
circled in each direction. T. Woolley moved, B. Hart seconded for a roll
call vote. Carried. The motion to amend the amendment carried YES - 16
(Jackson, Baxter, Bowers, Beason, McCrary, Baldwin, Frazier, Kasemeyer, Teeter,
Clinton, Hart, Stover, Van Ceylon, Riedel, Worthington, Farmer) NO - 3
(Fleming, Hart, Howe).
L. Van Ceylon moved to change the wording describing the Support
Staff for Veterinary Control from "Essential" to "Optimal."
T.W. Howe seconded. T.W.Howe moved, B. McCrary seconded for a roll call
vote. Carried. Motion carried unanimously.
T. W. Howe moved, B. Fleming seconded that the Board of Directors
approve the new proposed veterinary handbook as amended. T.W. Howe moved,
B. Fleming moved for a roll call vote. Carried. The motion to approve the handbook
carried unanimously.
C. Hart moved, V. Bowers seconded to adjourn at 10:30 p.m.
